I think it should be a small levy on rates – so everyone contributes a little – property owners, tenants (through rent) – eg for 5 years. After all – it is about rebuilding – and the rebuilding of Christchurch will benefit all New Zealand.

Val, do you think attaching the levy to rates is the fairest way to proceed? By attaching it to income levels, there is an approximate correlation to those most able to pay. It’s also administratively much easier to deliver, working through one central agency (IRD) rather than through multiple district and city councils.
