As with all water rights there should be none EXCEPT that a user of the water must collect it downstream from their outlet.
That way no water will be wasted or polluted.

It’s a elegant solution Gerrit, but only when you view water in isolation to it’s other aspects – the creatures that live in it might not be terribly excited by some of the processes they might be expected to endure in order that the water be treated to the point that it is better than when it went in (grills, sieves and so on aren’t greatly favoured by most fishes).
Your solution also ignores other issues of river health. Cleanliness isn’t everything. Not many water creatures thrive in distilled water.

Uranium – why not thorium? its 3-4 times more abundant:

Am I the only person that remembers that the Labour Government invented vouchers?
They were called “capitalisation of the family benefit” and meant that instead of building thousands of state houses the Peter Fraser Labour Government gave people a voucher they took to the housing company of their choice.
It launched the whole group housing industry – Neil, Keith Hay, Fletchers, and so on.
So why doesn’t Labour support education vouchers since it invented vouchers in the first place?
Perhaps they don’t automatically assume that the appropriateness of vouchers is the same for all things.
Btw, were these housing vouchers available to every citizen and in equal amounts?

Frog: It would be interesting to hear our MP’s views on Mr. Keys proposals of tax reform. I heard him on the radio the other day and I must admit that he is a really smooth talker.
He is trying to convince us that lowereing tax on the income of the middle/low? bracket earners and increasing the tax to 15% on goods and services (GST)is going to benefit the lower bracket workers.
Who gets to claim on expences for businesses? employees?
Surely this will further exacerbate the unacceptable trend of the ever widening gap between the rich and poor.
But Key denies this with a very dubious line of ‘logic’ or is this simply sophistry?

i have tried many different formulae in my life..
from heroin..to cocaine..to heroin and cocaine together..
..and so on..and so on..
but i reckon the formula i am using now is the winner..
first off..no alcohol..or any other hard drugs..
no meat/animal fats/cheese etc..
basically..a (healthy!) vegan diet..(see recipies-link..)
yoga..or some similar disciplne..(there are many roads..etc..)
and if required..some cannabis as a social relaxant/pleasure-tool..
..it really works..!
i am getting stronger/fitter/healthier all the time..
..and of course..there is the mental clarity that comes from a ‘clear’ diet..
many/most vegetarians will have had a taste of that ‘clarity’..
..a vegan diet just compounds that..
..just give it a go for a month..shunda..!..(or anyone else..)
