Apparently the conference will continue this weekend. This is better than nothing I suppose. It's all on China. If they are not prepared to sign up to verifiable targets, there is no meaningful deal possible. They know that. Two possibilities that I can see : * They really don't care whether there is a climate treaty or not, but they are not prepared to give up even a fraction of a percent of GDP to get one. * They will change their tune if they get major concessions on unrelated issues. He will make major concessions if he's sure of getting the Chinese (and, by extension, everyone else) to sign up to a verification regime.
