The US will work globally to secure US$100 billion per year by 2020. This doesn't appear to mean either that the US will offer all the money itself or that no money will be made available before 2020. However, the offer is laced with conditions which Mrs Clinton said must be met, or the US will not participate in such funding and the "effects on the developing world would be catastrophic".
