Secondly, the ETS is primarily a method to meet our Kyoto oblogations. Unless we renege on Kyoto totally, we will have to either reduce our CO2 emissions or pay up. If we had a decent ETS and the government supported other CO2 reduction measures, then we could make a good profit selling genuine carbon credits. They don't need to believe in AGW at all, providing enough other governments continue to support Kyoto.
