Is the solution to favour the research and development of smaller, community-based sustainable power initiatives, and a move away from a large centralised grid?

It seems to me that, while it is all very lovely and nice for the Greens to be working closely with EECA on its small solar water heater operational work, next time around (or now??) the Greens should push to work closely with the Ministry for Economic Development (MED) and the Electricity Commission.  As I hear it, MED seem to be the people with the real clout in government energy policy - insofar as any officials can be said to have any clout, operating as they do under the will of their Ministers.
